Bantam or runt?

My wife, the animal expert, says that chickens don't have runts. Well, we got a dozen Whiting True Blue and they are 14 weeks old. One of them is half the size of all her sisters. Is this normal? Is she a bantam? Does that happen sometimes?

Runts are possible although I find chicken runts aren't your traditional runts (at least the way I think about it). They can sometimes hatch out the same size or smaller than the rest of the chicks and just be slower to grow and/or finish at a smaller size.
