Bantam? or Runt?

I got a batch of 8 "New Hampshire Reds" about 8 weeks ago from Tractor supply. Immediately I noticed one of them was smaller then the rest as they got bigger that one stayed small now all the chicks are large and beatiful except the smallest. It hasn't grown very much since I got them and it's buff colored not red. Could this be a bantam or just a runt. Plus any idea on gender? And if a hen will she lay little eggs?

The buff one is a buff orpington.

Really? That would be great but it is SUPER small like bantam small thats why I think its a bantam is a orpington that small at 8 weeks? It probably only weights about 1 1/2 pounds (don't have the source to weight it).
