Bantam vulture

I have a bantam RIR that has lost almost all her head feathers. She looks like a little vulture, it's horrible. No other feathers are missing. She is still laying. I thought she might be getting picked on, but her skin doesn't look raw and isn't bleeding. She is just bald all the way to just behind her earlobes. Molting or something else? It's been this way for a couple of months!

My Bantam Cochin looks the same. She is the favorite of the rooster (a huge welsummer) and he has pulled out all her head feathers.
