Bantam with large eyes, black-head, black tail, and black-and-white lacy pattern

I just adopted two bantam hens from a humane society and am not sure what breed this one is or how old she is. And I see what looks like a tiny spur, so I wonder if she is really a he!
Any ideas?

I'd also say cross. Sebright roos can't be sexed by saddle feathers like most other breeds, they have rounded saddle feathers like a hen. I kind of see pointed saddle feathers but a better picture would help. And spurs aren't really a good way to sex a chicken because some hens do end up growing spurs.
