I've seen too many injuries in parrots from having only one wing clipped and still trying to fly, then crashing. I don't think chickens would be able to fly much at all with only one wing done, but I would rather play it safe. Besides, then they don't look lopsided.

It does not hurt the bird at all, you don't cut the wing itself, and the feathers grow back within a few months so it is not permanent.
