I also would candle them. Did you look for fertility on the yolk before allowing her to set?

Yes, there were lots of fertilized eggs during our breakfasts!!

Are your hens consistently sitting on the eggs? (Other than getting off occasionally to eat, drink, poop, & dust bathe)
Are all your hens broody? If one or more or not, did you mark the eggs?

I have 3 hens & 1 rooster. 2 of the hens were setting. 1 was not.
