Bare bottom

One of my barred rocks has a bare bum! It's been like this for months now. There's no signs of bullying, mites or anything. Thought maybe it's molting? But it's been like that for months. She's the only one with it...something I'm missing? Anyone else have this problem? It's so annoying! I like my girls to have a fluffy bum!
 
Has she been sitting on any eggs, and is her rear the only bare place? I ask only bc I recently got a 1yo Partridge Silkie who was somewhat bare underneath. The guy I got her from said that it was from sitting on eggs. I think her feathers are returning, and I pick up the eggs as soon as I find them.

yea I spoke to a vet and she said same thing. Not all my layers have a bare bum but there's some...I see feathers coming back also. Just so yucky looking! Thanks for input
