Bare or almost bald belly

Hi, I just started raising quails. I have 4 quails that were incubated from eggs, and they are now exactly 2 weeks old. 3 of the quails (which are almost similar in size) has this bald-ish area on their abdomen/belly for 2-3 days now, and I'm kinda worried if it's water belly or some kind of diseases. But the bald area doesn't feel bloated at all, and I've read that it could also be molting, but my quails are only 2 weeks old.

Could it also be due to their food? They were fed high protein feed and I occasionally give them hard boiled egg & random small fruit worms I found in fruits from the garden (I also gave them some grits for digestion).

I appreciate any help that I can get!
 
This usually happens if they're on dirty bedding or if they are too hot. Do they have a warm and cool end to their brooder?
I do have a heat plate and I set it at 35 degree celsius (which I turned off during the day since now they are 2 weeks old)... Not sure about whether the other side is cool enough tho because our place is consistently warm (and very humid) about 32 celsius during the day... Even at night it gets a bit warm (about 28 celsius) tho not as warm as during the day. And I keep them indoor in a cat cage so ventilation should not be a problem.

I guess it could also be the bedding? I use cotton clothing because I'm afraid the wire hurts their feet but I do change it and wash 3-4 times a day (rotating between 3 cotton clothing) since they poop so much... Maybe I really do have to take out the cotton clothing.
