Saddle feathers are that fringe of stringy, shiny feathers that hang off the sides right in front of the tail. Males have those as well as stringy, skinny, shiny hackle (neck) feathers.

Yup, thats a boy! He may just be maturing a little bit later then the other rooster, thats why he may not be crowing yet and also why his comb/wattles aren't as big yet. But, if you look at the general body shape, stature, and barring pattern, they are almost indentical, meaning that they are both roosters! The barring pattern of BR hens is bolder and thicker then a cock's, which is thinner and more even, as displayed on your roos.

Also, the comb and wattles are larger and redder then a pullet's would be at this age. Sorry
