Is it worse at night then daytime or the same all time? Are they out in the coop? There's an awful lot of things it could be. Keep her warm , see how well she's eating and drinking. You could try some VetRx if you can find it in a pet store near you. You mix it with warm water and you can give her a few drops each day, it can also be rubbed around the nostrils. It's not going to cure whatever she has but it helps them breath easier.

There's a lot of different respiratory junk chickens can get and if it's something like that then they'll all most likely come down with it. She seems young for that or for a parasite load. Have you seen any bloody poops? I've seen chickens with advancing cases of coccidosis, starting to not feel well and breathing heavily, but not so much wheezing.
