Barred rock rooster siblings difference

I’ve got two roosters the same age, one has been crowing / breeding over a month where as his sibling hasn’t made a peep, nor showed any interest in the hens.
He hasn’t developed his comb/waddle quite like the other but otherwise they are same size.
Is this common or is he having a gender identity crisis.

Each chicken being an individual, it's hardly surprising they mature differently.
It should also be noted that a dominant cockerel will have the other lower cockerels in submission. Crowing and mating with the dominant cockerel's females would be asking for trouble.

Just went thru this, was quite interesting to observe.
Had 3 cockerels, 2 were a team of terror, the 3rd was definitely low cock.
Once the 2 were gone the 3rd started crowing and his comb got bigger and he started 'misbehaving'. He's gone now too..
