Battling eye issue since hatch

Looking for advice and referrals to treat some sort of eye issue.

I have a 5 mo old male silkie i hatched myself and we have been battling an eye issue practically right out of the egg. I'm not sure exactly what it is I have tried two different eye washes to cleanse his eye before I apply terramycin ointment. Sometimes it's crusted shut usually happens over night and I moisten his eye when it opens and there is usually some pussy liquid that comes out. As of lately it's just been goopy and the last few days I've seen some bubbles. I'm assuming it's some sort of eye infection I just haven't been able to get a hold of. Anyway the terramycin ointment im using doesn't seem to be treating it as I've been using it 1 or 2 times a day for months. I don't think it's any of these harder issues you find when you Google chicken eye with bubbles besides maybe a respiratory issue? It's just strange because he has had this since he was tiny in my brooder before being exposed to outdoors and no one else he has or is living with now has anything like it. There are no other symptoms no sneezing no discharge no rasp or rattling. It's just his one eye. It's not swollen, the eye looks completely normal just goopy or crusty or now bubbly. Doesn't seem to bother him at all but id like it to go away. I quit using the ointment because it doesn't seem to be doing anything for him, sometimes i flush it but it hasent gotten any worse or better. Crusted shut with puss actually hasnt happened in a while its just been goobery with a feather stuck to it almost every morning probably because he nestles his head when he sleeps. I thought I got it to go away a few months ago and when he was little but I guess it crept back. I do have doxycycline i was going to try if this is not a good idea please let me know!
