Bearded Silkies.. Are these Roos?

They are 16 weeks today. No crows out of either of them. I have already found a home for a cochin bantam roo that had been crowing for a month and half. Do silkies crow later? This is a picture of 2 different silkies. I had one hen get hurt and die and I am in the process of figuring out how many more chicks or pullets to add since I think I've got two more roosters and lost 1 hen. Thanks for help! Yes, the bird in all 3 pictures is a rooster.
