Not really. It can fly all over the yard, if it gets wet it packs together.

This may not apply to you, but whenever we use a chainsaw to cut up firewood we rake up the shavings and use them in our coops. Try looking for a local sawmill, I know sometimes they will sell bags of shavings.

I heard pine is safe but cedar chips aren't
