If they are indoor I have used newspaper
For my hens /pullets outside i use cedar chip in their sleeping area. Read/heard somewhere it helps keep insects away

! Great to have you here! I think (but don't know for sure) that oak shaving would be okay - just make sure they aren't so small that the chicks could ingest them. Good luck to you!

I raised mine on pine chips and they are doing great on it. (with newspaper under it). They eventually pull some of the paper out but I just tuck it back under the chips. It gives them something to do. ( scratch and search) They are now 6 weeks old and fully feathered.

So long as the shavings are dry, not moldy or contaminated with anything, they should work OK. Not sure if they will as absorbent as pine shavings, but they should work OK.
