Bedding

What is an alternative bedding for 4 week old ducklings. I have been using hay but when it gets wet it really bothers my allergies. I have read some shavings are bad but not sure which ones. I live in a very small area and we can't even get duck food here so it would have to be something really that was available pretty much any where.
 
By the time 4 weeks old comes around I boot them outside to the coop. It has staw in it and if it bothers my allergies I take a zyrtec. When the ducklings are indoor I use pine shavings.
 
I brooded all my ducks on shaving as a matter of fact that still remains my main bedding source, i just use the same stuff i use for my horses.

straw is supposed to be non-allergenic. Also, it doesn't develop mold and mildew as quickly as hay. (takes months for straw, days for hay)
 
To be honest this may sound dumb but I may be using hay I really don't know the difference.. It comes in a big bale, and I get it at our local feed store. I have them outside now because of the bedding, but they still have a heat lamp on. Our pen doesn't have electricity but it insulated well. The coldest it's going to be this week at night is 48 but mostly mid 50's what temps can they take with only starting to get some feathers? I also have another problem our 1 year old duck doesn't seem to like them. When they were smaller she basically ignored them she would just turn her head as if to say they are not worth my time. They are more mobile now and when she sees them swimming in her pool or even mud puddles she chases them out. We have tried putting them in her pen now and she sort of charges them. I'm afraid she will trample them, so I'm thinking I might have to build an extension on. Our big duck usually free ranges all day, but she has found our creek, well she has been at the creek for a while now but basically just went in the very shallow side parts. She now goes up and down the creek all the time so far only in front of our house. I was going to put them in her pen during the day when she was out of it, but we have had flooding and the creek is huge. I have only let her out for very short periods when we could be outside to watch her. My dad laughs at us saying she won't go near that water, but I guess I'm overly protective. I think he is right though because she had basically not been using her kiddie pool and has went in it the last few days.
