Being pecked at or is the just molting?

She has lost most of her feathers on her upper neck and now top of her head. She is missing her main middle tail feathers as well.

With the pinfeathers coming in, she is probably just molting. Some birds do like to pluck/eat the pin feathers off of other birds, so if you do see somebody doing that you'll want to take steps to stop them.
