My guess is cockerel due to red comb and wattle development for the age. But I don't know much about this breed. Good luck!
I raise d'Uccles and I'm gonna say that's likely a cockerel, but wait a couple more weeks to make a decision, as I could be wrong. They are a breed that doesn't have a lot of wattle even when grown, but that's a lot of comb for that age.
