Since it is winter in New York, the cold/short days gives me lots of opportunities to sit and think about what I'd like to add to my farm come spring and my mind has wandered to quails.

Now, I have no experience in the least with quails. I do have a fairly decent sized empty coop with an attached run. It (in my opinion) would be too small to house more than 2 or 3 chickens, which isn't worth it, so I found my way aboard the quail boat.

I would like to know, in your opinion, what would be the best quail for a beginner? Which ones are decent egg layers, less flighty and possibly cold hardy?

From what I've been reading, it seems the Japanese Coturnix would be the choice but I'd like to know what experiences everyone has had.

Definitely the Japanese Coturnix. They are very docile, don't need much space, enjoy interacting with you if they've been brought up right (ie. used to having people round them all the time), they lay lovely eggs and are much more of a pet than other quail species.
