OP -if it’s raccoons and bobcats then definitely do the HC perimeter at the bottom. That pole structure is fairly lightweight, so if you’re placing it over concrete then you will need an anchoring system to keep them from lifting it up. Perhaps some concrete blocks tethered to it, or install a few concrete anchors in the pad to bolt it down to.
I’ve been dealing with a bobcat in recent months that’s taken out several chickens in our 2nd run and while free ranging - it’s been able to both dig underneath the fence (somehow was ok for 2yrs without it, but now has a skirt and apron) and climb over the top of the 5ft fence (still working on enclosing overhead)
