wait-- there's a species of this and it is invasive. if you're in indiana or florida, that explains it. they release toxins under any conditions. grr this is horrible, thanks for telling us!!

I've heard of this in lakes and ponds but can it also be in rivers? (fresh moving water) That's where I take my dogs to play. This is scary stuff! So sorry for your loss, that's just terrible
