Are we talking about wild bird seed?

There are probably no standards for it, so it is likely to vary greatly from place to place, brand to brand.

I used to mix my own pigeon feed. A friend had several large bags of wild bird seed but had gone "out of the business" of feeding birds in his yard. My pigeons seemed to like the seed just fine. But, the longer they stayed on it, the worse they looked

It was mostly millet but, really, there are different grades of quality to any food. I'm sure it was not high-quality millet, or anything else. I finally threw it in the garbage can.

I would think it came from the same grain bin as millet sold as "human" food.
There's no way to sort it according to "quality", and when taken to a distributor, grain from many sources is all mixed together.

Most of the time with grains, the only difference between "high quality" and "cheap bird seed" is the price itself, and possibly an extra run through a cleaner​

All the birdseed I have seen lately list ingredients & protein content. I feed the 12% mix now because my chicks are young and the seeds are small. When they are full grown they will get a 20% pigeon mix with peas and added wheat along with BOSS. I watch closely what percent my "scratch" is so my birds get enough protein.
