Birds losing feathers at 9 weeks?

I thought they might be molting but it's a little early for that. They're small downy feathers for the most part but some big ones, could this just be the final stage of being a baby into a teen?

Mine seem to have come out of it at around 13-14 weeks, yard looked like a pillow fight for about a month. The feathers coming in in the Pekins could best be described as feeling like “sponge cake” it was really cool.
