What's the deal on this pullet?

She's my "most mature" girl out of the bunch, I think they are around 16 weeks old, without counting.

She has red around her face and her neck, I dont know much about them as they are my first. Is this normal?
When will they start looking like hens, all fattened with bigger waddles etc?

Actually your black australorp is a Black Star (also called black sex link) which explains the red coloring around her neck.
