Hey there I have a 8 week old wcbp chick who has NO signs of comb or waddle red or otherwise but my cousin said could be a rooster? When does a roo start looking like one?

Looks like a pullet, as the crest is round, and the comb/wattles aren't developed. A rooster will develop rooster-type feathers by 12-14 weeks of age, and a redder comb earlier than that.
 
Pullet. The face would be noticeably redder by now, and it's have apparent wattles.
 
Thank you! I'm hoping pullet but my cousin said the shape of the beak indicates rooster but there is absolutely no red anywhere
