Black spots (eggs) on my Buffs head?

After closer examination of my Buffs head and ear itlooks she has some type of black egg aaround her head and ear.
can anyone explain what this is?

I have posted a photo of what I think is an infestation of a type of tic on my chicken head.
Does anyone recognize this problem?
 
The picture is from too far away to look at details. Do you live in a cold climate or a warm one right now? In Florida and southern states there can be stick tight fleas: http://edis.ifas.ufl.edu/mg236 Poultry ticks can also infest chickens causing diease: https://www.backyardchickens.com/a/poultry-ticks The two links in my other posts show many close-up pictures of the different types of mite and lice. Use a large magnifying glass and tweezers to remove one to find out what you are dealing with.
 
I believe you got on the reference to the stoplight flea. I have dipped the birds twice using a product suggested by the folks at tractor supply. I dipped 10 days apart. Any suggestions on if I need to treat the soil? Thanks so much
 
I forgot to say I live in Florida.
 
I have done as suggested above. I have also put Vaseline on the fleas this past weekend. I will keep you posted. Please send any other advise on getting rid of the stick flea.
