Should I be worried? What is this?? Mother in law says it is mosquito bites.

I can't see real good... but stick tight fleas are known to hold onto chickens combs.

ETA: looking closer, doesn't look quite like bugs to me. Does it to you?

Honestly, it looks like scabs from her accident 2 days ago. Have another post about it.

If she had a recent accident I would definitely think scabs... and keep an eye out to make sure they don't appear to get worse or being pecked at by others (if they are then I would apply Blue Kote, but they are already black and not red which is what attract pecking issues). Of course being vigilant to keep an eye out for possible disease as suggested.
 
From what I can see, it looks like either peck injuries or fowl pox. Mosquitoes spread fowl pox, so if that's what it is, your MiL could sorta be right. If it is dry fowl pox, it'll run its course.
