Black with White-Tipped Feathers on Both Wings - Breed?

This is a friends chick. Approximately 4 weeks old.
Black with 3-4 white-tipped feathers.
Cockrel or pullet?
Atwood's told her it was a Barred Rock.

That's what I thought too, an Australorp, but she said Atwoods told her they were Barred Rocks and were just 3 days old when she purchased them.

Atwoods is wrong. They often receive the wrong paperwork

It will probably be completely black when it grows up. A few white feathers, or white-tipped feathers, are pretty common in black chickens.

It has a lot of white debris, is that from the feather sheaths, or from parasites?
Feathering is also really shredded. Sometimes chicks don't groom well.. but do you know what they are feeding?
