Black with White-Tipped Feathers on Both Wings - Breed?

This is a friends chick. Approximately 4 weeks old.
Black with 3-4 white-tipped feathers.
Cockrel or pullet?
Atwood's told her it was a Barred Rock.

Black with 3-4 white-tipped feathers.
It will probably be completely black when it grows up. A few white feathers, or white-tipped feathers, are pretty common in black chickens.

I think cockerel. Those wattles are quite big and red for it's age.

No barring, so not a Barred Rock or a barred anything else. Someone made a mistake.

He's probably an australorp
That seems likely to me too.

It has a lot of white debris, is that from the feather sheaths, or from parasites?
Feathering is also really shredded. Sometimes chicks don't groom well.. but do you know what they are feeding?
