OMG, he is tiny! Mix the food with water, mash it up a bit. Don't give them veggies yet, they are too young. I agree with @MissE if he doesn't like the feed, and eats the veggies instead, he won't get enough protein to grow... don't give them the veggies and they will eat the starter before they starve.

Also, it could be because he is blind, but I have heard of chicks just falling in their water. Make sure it is very shallow so they can easily stand up out of it.
