His large red wattles and comb show that he is 100% without a doubt, a cockerel.
Cochin pullets are super slow to mature. They don't get huge wattles and only get bright red right before POL. Being slow to mature, they do not start laying until much later than other breeds.
Cockerels are the opposite. They mature quite quickly. By 6 weeks most Cochin cockerels have bright red wattles/combs. Their saddle feathers aren't as apparent as most breeds, and tend to come in a bit later as well.
If you have other cockerels that are crowing, it doesn't surprise me that this one isn't. Subordinate cockerels usually don't crow much if at all until they feel like challenging the dominant cockerel. If they stay quiet, they're not a threat and will be left alone.
