blue cote and picking?

Can someone please tell me about blue cote, when to use it and any pros and cons? Also where to buy it? I have a polish rooster that's getting picked on the top of his head and it never has a chance to grow in/heal. I've tried all kinds of rubber bands but they keep coming out.

I buy my blue coat at the feed store.

Unfortunately, for some it doesn't help that much.... although I did have one EE that finally grew in some tail feathers....she almost looked Araucana for a while. :0)
