My mistake for some reason I pictured a mottled rooster in my head instead of a splash. Maybe cause I want one so bad. Still yet it is a beautiful chick and I cant wait to see how it turns out.

I've had some white tipped birds and they lost them as they got matured.

Well, for the bird to show mottle, it has to have two copies, so at least theoretically it could have gotten a single copy from mama and another from papa, and end up mottled when neither parent was, but you'd probably see more than just one mottled baby showing up.

Definitely a blue baby and the white feathers will molt out as it gets pre-teen plumage. A splash would look more like creamy white, not blue.
