She is still laying and moving around, but looks awful. She is about 1.5 -2 years old. The rest of the flock seems fine, except for a rooster with a small amount of discharge in one eye. We did notice a decrease in egg production for the flock (21 birds) about a month ago, but could be winter related......... Thanks.
 
Welcome to BYC. There are several thing that can cause swollen wattles in chickens, including fowl cholera (pasteurella multacida,) infectious coryza, Mareks disease, frostbite, and tick or insect bites. Do you notice any swelling of her leg joints or foot pads? Here are some links to read about fowl cholera and coryza:
