Bob Whites loosing feathers

I have 20 bob whites in a pen off the ground all of them are loosing there feathers and seem to be scratching a lot. I have mixed seven dust in with there dusting box but they still are loosing there feathers any ideas on what is wrong?

Overcrowding, ammonia build up, molting..you are treating for mites I suspect with the Sevin dust.

I have some birds in a pen on the ground and they look fine.But the ones off the ground look bad the pen is 8ft by 4ft.They are still laying eggs how long does the molting last?Thanks for your input.
