Bobwhite Chick Leg Weird looking/ Messed Up?

This is Uno. He hatched yesterday and when he hatched the toes on his left leg just didn't seem to want to work. They didn't open up like on his other foot. Well this morning I noticed his leg is almost completely useless now. He flops around to get where he needs to go and I have no idea what's wrong with him. Is his leg broken? Is it a deformity?
 
I've not experienced an early hatching quail chick yet but from what I've read, early hatches are usually due to too high of temps and often have accompanying defects. Other reasons for early hatchers are that they have problems leading to stress in the shell which lead them to hatch early.

I would look up 'spraddle leg' on here and see what you can find that might help
