Border collie jumping the fence...

I've had him for 8 yrs and for the last 1yr he has been jumping the fence. He doesn't go any where except around to the front porch, but it only takes one time to run across the road with a car coming and.........you know what I mean. I don't know why he jumps the fence; he doesn't always, so I'm having a hard time figuring out the cause. He is usually out with my other border - my jumper grew up with Jett and they get along fine. My jumper is very sensitive. I thought about running an electric wire but where he jumps is right at the gate and its hard to run hot wire at a gate. I thought about an underground fence (run it around the wooden fence) but I'm afraid the beeping noise of the collar will freak him out...like I said he is very sensitive. I don't know what to do...any suggestions?
 
Keep him inside most of the day and when you want to take him out put him on one of those chains or a leash. That is my only thought.
 
there is something obvious that I'm not seeing here that is causing him to jump the fence....I'm being premature with the hot wire. I need to figure out the cause.

Might try adding a top piece to the fence or making it taller.
