I have 2 BO's that are 16.5 weeks old. One has a bigger comb and wattles. Not a really big difference but there is some. If one was a roo there would be a BIG diff right and crowing????
 
Sometimes they'll wait a few more weeks to start crowing. It would really help if you had pics... Many of us could tell immediately if you had a BO roo at that age.
 
By 6 weeks, there were major differences between my BO pullets and cockerel. So, by 16, I'm pretty sure the differences would be so pronounced that if you had a cockerel, you would know.

I do not see anything else that says roo.

Just the different sizes of comb and wattles. Feathers and tails all look the same.
