I have a Mille Fleur D'uccle that's almost 2 months old, and I'm thinking it's a roo but the comb is very small.... The same size as its sister's comb

The one in question is on the LEFT. It's sister is on the right, I know that one's a girl.
It has a roo like tail but hen like comb

He? is sooooo sweet! I want to keep him, but it's illegal to keep roos here.......... but if he LOOKS like a hen then.....
