If he's not completely terrified, somebody might have raised him, and dumped his (as required) when he was older. Most bobcats are terrified of people, and you never see them.

Bobcat suggestion.
Talk to the veg ( or game warden ) and ask for a live trap. Have him released far away. He is reliant still on humans, and is seeking them out for comfort and food.
If no live trap, time for a dart gun. He should be moved, or put into a zoo. He just isn't trained or prepared to fend for himself. I don't think whoever raised him prepared him responsibly for wild living.

It isn't allowed here, they are endangered here and we have lots of "animal hippie's"
