Breed and sex help

Can anyone tell me the breed and sex if possible. They where given to me at a chicken swap. Not sure of age either.

I'm thinking their white leghorns but their combs should be bigger by now since their faces are red. So their probably around 16 plus weeks old. I've never had the white leghorns, everything else but so I'm not positive if I'm even correct but that's what they look like to me.
 
So they both are hens? More worried about if there roosters or hens. I have to many roosters as it is.
 
Are they dubbed? I don't really see much of a comb at all. Your bird in the back looks like a dubbed white OEGB. Does it have a long tail?

Not that I'm aware of. Yea it's tail is pretty long.
 
Not leghorns, the earlobes are red, and leghorns have big white ones, and the legs are the wrong color for a leghorn, too.

They do look like they may have been dubbed, but it could also be that they are still pretty young.
Both do look female, though the one in the back looks a bit more masculine than the other, and might be a young cockerel.
