I know this guy is a double frizzle rooster but not sure of the breed.

Oh dear, the poor thing, its terible when they breed frizzle to frizzle.

A frizzle usually has cochin in them somewhere

If I breed this to a smooth, will the "frizzle" calm down?

If you breed him to a smooth, all of his babies will be frizzled. And yes, the frizzling will be better (though you'll still get birds with better feather quality than others)
