Breed Indentification Help!!!

If you can guess what breed this roo is. Kudos to you.
I forgot what he was, but I will find out tonight. The guy that GAVE me it for FREE said that there are only three in the state (Wisconsin) If anyone guesses what it is I compliment you.

Looks like a blue Rosecomb--and I would suspect there are more in WI.

You'd have better luck posting in the "what breed or gender" forum though.
