What breed of rooster is this handsome guy.

Easter Egger. He almost looks like a Blue Wheaten Ameraucana, but he's got the wrong earlobe color and the wrong comb type.

I would agree with this but the only thing throwing me off is that in the picture (Which on my computer is coming through very small so perhaps I am not seeing it right.) it looks like he has a big floppy comb. Could he be an EE cross? Yes, I know technically all EE's are supposed to be crosses of something but all of mine and others I know all have pea combs.

Mixed breed. So much so, that no particular breed stands out.
