This is the chicken in the middle. She's also 24weeks.
I'd go with Welsummer. Is she laying eggs yet? If she is they'll be dark brown and speckled. I have a Welsummer and 2 BR and the Wellie's eggs are the prettier of the three.

I was originally told she was a partridge rock, but I had a feeling she was a welsummer.

Why a rooster? The first doesn't look like it had a come at all?

You can't go by the comb development at those chicks age. I was basing it off of their feather development, because male chicks tend to grow slower. However, you can't be definite of their gender yet.

It looks like a dark cornish. I'm not positive though.
