Breed????

Hello everyone! I am asking for help in identifying this pullet. She is about 21 weeks now, not laying, gree (almost black ) skin on legs and comb. She is healthy but is bantam sized, which kinda throws me for a loop. Oh and she has lightly feathered legs. Any help would be great. Thought she was and EE, but the legs and pea comb color are throwing me off.

She's a mixed breed bird. Nothing fits the color, comb and leg color with the slightly feathered legs except a mix.
