The laws regarding Quakers (and Patagonian conures are also sometimes included) are pretty controversial. On the one hand, they were written because Quakers are able to live in surprisingly cold climates in the US if they escape, and since they are considered agricultural pests in their native land, the states which enacted the laws are hoping to prevent them from becoming a pest species here. On the other hand, pro-Quaker people have noted that the escaped populations are all located within cities or suburbia, not in farmland. Quakers seem to be dependent upon the myriad bird feeders and exotic plants people have in their backyards for food. There doesn't seem to be a food supply available to them in the wild, so they probably won't spread far away from people.

I recently found out that when I move to New Jersey, I will have to get a permit to keep Sammy, my 20YO DYH amazon. Yeah, it is slightly annoying, but I'm glad that the permit requirement will help to keep people from buying parrots on a whim. For that reason, I'm all for permits and licensing. But if you have one of the "naughty" species, be mindful of traveling with your pets.

Your best bet is to contact your local DNR/ Fish and Game.

Do some googling.

Oh, and thanks for the compliment on my Sammy. He truly is a rascal, and he always follows me around. He's fully flighted, and when that pic was taken, I had him with me in my room. He flew to me, landing on my head. I thought it would make a funny pic, so I grabbed my cell phone and took one.
