Broad Breasted White Turkeys legs didn't fleshing out well for the fair.

Needing advice.
Last year my children did the raised Broad Breasted White turkeys for fair. They ranged in weight between 35 and 38 pounds.
Their breast filled in quite well, but not the leg area.

I think they did not place higher because of this.
Any suggestions to help the leg/thigh area muscle up more. They had plenty of area to move in, plus they were let out daily to forage some. Do we need to walk them more? They will show turkeys again this year and pigs. I would like the turkeys to have a better overall condition of the body this year.

What type of housing/pen did they have, square footage? How old were your turkeys, and what type of feed?

I have never raised turkeys to show for a fair so I don't know how any of that works or what judges look for.

I know that when I raise BBW I completely free range them and mostly only pen at night time or days I cant be home to supervise. My BBWs always have very large legs/thighs and I would guess its because they can freely roam and work up the leg muscles, though Im not positive.
