Broken or dislocated wing?

Hello everyone my maline baby rooster’s wing is loose i tried wrapping both wings together and he kept falling off balance then i did the broken one alone and he was still unbalanced falling when walking

Any suggestions everyone?

Feel the joint. If it’s dislocated you should be able to lift it up and it will pop back into place. When did this happen? How? Is he in pain when you touch it?

Yeah, vets are expensive. I think the best thing to do is splint it. This has splinting instructions or the different types of avian fractures:
