Broken spur

Just noticed our rooster appears to have broken a spur. Haven’t had a chance yet to get a closer look but it looks broken and hanging down along his leg, also noted some blacking where it broke. I have no idea how long its been like this but it can’ t be more than a day or two. Any advice on how to handle this. He doesn’t appear bothered or suffering.
 
Depending on the size - either dog nail clippers or a pair of wire cutters. Two 'man' job requiring a holder. Styptic pencil to control any possible bleeding.

Thank You for the response. The ‘crisis’ is over. Once they turned in I got him and found the spur broken off right at the leg and barely hanging on by the thinnest piece of skin, a quick snip with scissors and it was off with no blood or open wound. The area on the leg was black, dry, and scabbing over but we put Neosporin on it just to be sure.
