Brooder heater

Hello All,
I've been testing my brooder heater ( Brinsea Ecoglow 20 chick brooder ) in preparation for my ducklings.
I have a couple of thermometers, and can get a reading of about 90. But by just placing a hand under it doesn't feel particularly hot. Is this right?

I used a heat plate as well last spring and it never felt super warm either, but the ducklings loved going under there and they all did just great. You could tuck it in a corner so two ends are closed and maybe it will feel cozier. I never did test mine for temperature.
